HS codes for plastics — chapter 39

Plastics and articles thereof

Chapter 39 covers primary-form polymers and finished plastic articles. Most consumer plastic goods that are not classified by function elsewhere fall here, and the split between primary forms (3901–3915) and articles (3916–3926) decides the rate.

Commonly searched here: plastic containers, PVC pipe, polyethylene resin, plastic housewares, acrylic sheet.

Watch out on this chapter

A plastic article with a specific function is often classified by that function, not by material — a plastic toy goes to chapter 95, plastic furniture to chapter 94.

Column 1 General rates only. Section 301, Section 232, AD/CVD orders, MPF and HMF apply on top — see import duty rates for what stacks, and duty drawback if you have been overpaying.

Turn the code into landed cost

Duty is one line of the bill. Add freight, insurance, MPF, HMF and remedies to see what the shipment actually costs on arrival.
